At what point did the U.S. President stop asking permission to go to war from Congress, and simply decide it was his prerogative to do so?

According to Robert Trivers, I am rarely not deluding my self. I have "The Evolution of Reciprocal Altruism" is on my bookshelf and will gladly expose everyone's soul to a wretched self realization. I lie to myself more than I lie to others because of the convenience of not needing to get up off the couch to do it.
